A Safeguarding Action Plan can help boards understand how a safer culture is being embedded across the organisation.

A safeguarding action plan is a practical governance tool. It should clearly outline what the organisation is trying to achieve, with a specific timeframe for completion. It should also outline who is responsible for each action, while establishing how the organisation will measure progress.

An effective safeguarding action plan provides visibility of priorities and risks. This can help board champions offer proportionate challenge and support wherever necessary. 

Strong Safeguarding Action Plans Demonstrate: 

  • Clear alignment with organisational priorities and the Ann Craft Trust Safeguarding Adults in Sport Framework. 
  • SMART actions – Specific, Measurable, Achievable, Relevant, Time-bound. The plan should clearly assign who is responsible for each action, with a realistic timeframe for completion. 
  • Co‑creation with lead safeguarding officers, coaches, volunteers, and welfare leads. 
  • Adequate resourcing, ensuring safeguarding is actively supported rather than treated as an afterthought.
  • Clear reporting and risk routes, showing how concerns are escalated and learning is shared across the organisation. 
  • Regular reviews with honest updates on what’s working and what needs support.

Champions can strengthen oversight by asking three simple questions of any safeguarding action plan: 

  1. Who owns each action? 
  2. What’s the timeframe for completion?
  3. What support or resources will help the organisation achieve this action?
